Rep. Troy E. Nehls and Sen. Roger Marshall Reintroduce Bill to Codify President Trump’s VOICE Office and Support Angel Families
WASHINGTON, D.C. —Congressman Troy E. Nehls (R-TX-22) and Senator Roger Marshall (R-KS) reintroduced the Justice for Angel Families Act, which would amend the Crime Victims Fund (CVF) to expand funds to angel families, who are immediate relatives of victims of homicide by an illegal alien, including drunk driving accidents. This bill would also codify the Victims of Immigration Crime Engagement (VOICE) Office at the Department of Homeland Security (DHS). On April 10, 2025, DHS Secretary Kristi Noem announced the relaunch of the VOICE office. President Donald J. Trump first established the VOICE Office in 2017, and the Biden Administration closed the office in 2021.
The CVF was established by the Victims of Crime Act (VOCA) of 1984. Administered by the Office for Victims of Crime, the fund provides financial assistance, including medical bills, counseling services, and lost wages to victims of crime. The Justice for Angel Families Act would also require the VOICE Office to publish annual reports to Congress detailing the effects of crimes committed by unlawful criminal aliens.
“President Trump and his administration are restoring law and order and standing up for American citizens,” said Congressman Nehls. “Millions of illegal aliens flooded our country during the Biden Administration, and many of them took the lives of Americans, such as Jocelyn Nungaray, Laken Riley, and Rachel Morin. By codifying the VOICE Office, which was reopened last month by Secretary Noem, no future president can close the office again, ensuring that families that fall victim to illegal alien crimes are supported, not left behind.”

Congressman Nehls and Senator Marshall’s legislation is supported by the National Immigration Center for Enforcement (NICE), NumbersUSA, and Advocates for Victims of Illegal Alien Crime (AVIAC).

The Senate companion legislation is cosponsored by Senators Ted Budd (R-NC), Kevin Cramer (R-ND), and Bill Cassidy (R-LA).
