Rep. Troy E. Nehls Introduces Bipartisan Joint Resolution of Disapproval to Repeal Biden’s Fish & Wildlife Plan to Kill Half a Million Native Owls

WASHINGTON, D.C. Today, Congressman Troy E. Nehls (R-TX-22) introduced a House Joint Resolution of Disapproval of President Joe Biden’s U.S. Fish and Wildlife Service (USFWS) plan to directly kill nearly half a million barred owls in the Pacific Northwest, which would cost taxpayers an estimated $1.35 billion over a span of 30 years. 

In September 2024, the Biden Administration’s USFWS approved a Record of Decision for a “Barred Owl Management Strategy,” which would direct and authorize the shooting of more than 450,000 barred owls in the Pacific Northwest at a cost of ~$3,000 per owl. The Biden Administration’s approved plan seeks to reduce social competition between barred owls and the Northern spotted owls and California owls.   

Congressman Nehls’ Joint Resolution of Disapproval would prevent the Barred Owl Management Strategy from being carried out.

“The Biden Administration’s Fish and Wildlife Service agency plan to directly kill more than 450,000 barred owls, costing taxpayers over $1.3 billion over the next 30 years, is a waste of Americans’ hard-earned tax dollars,” said Congressman Nehls. “Under the leadership of President Trump, we are protecting Americans’ tax dollars and restoring fiscal sanity in Washington, D.C. My CRA would prevent $1.35 billion from being wasted on the pointless killing of barred owls in the Pacific Northwest.”

BACKGROUND

 On March 10, 2025, Congressman Nehls and Congresswoman Sydney Kamlager-Dove led a bipartisan letter to the Department of Interior Secretary Doug Burgum, requesting him to halt funding an agency plan that authorizes the shooting of nearly half a million barred owls over the next 30 years across the Pacific Northwest.
